Human Resources

The Council is the bargaining agent for the 24 Ontario colleges in negotiating collective agreements with unionized staff. In addition, the Council provides a variety of services for the college system such as advice on human resource issues, collective agreement administration, benefits administration and research. Each college board determines the terms and conditions of employment for non-unionized staff.

Academic Staff

The Colleges Collective Bargaining Act designates the Council as the bargaining agent for the Ontario colleges in negotiations with the union (OPSEU) representing academic staff within the colleges. “Academic staff” in this context includes full-time and partial-load faculty, counsellors and librarians.

Support Staff

The Colleges Collective Bargaining Act designates the Council as the bargaining agent for the Ontario colleges in negotiations with the union (OPSEU) representing Support Staff within the colleges.

Benefits

The Council is the policy holder for all group insurance benefits provided to college staff and retirees.  The current underwriter is Sun Life Assurance Company of Canada.  The college pension plan is administered separately by the CAAT Pension Plan.
